The systems that die are the ones handed over as a PDF. The ones that survive have an owner, a backlog and a release cadence.
Start with tokens, not components. Colour, type, spacing and radius as named values give you theming for free and stop the drift that makes audits miserable.
Measure adoption. If 60% of production screens still use one-off styles, you don't have a system yet, you have a suggestion.
